Just guessing what this is about, so ignore me if I
misinterpreted it.

Is this about what DNS server info the DHCP server
gives to clients, and it's based on what the server
has in resolv.conf?  If the DHCP server has 127.0.0.1
in resolv.conf, shouldn't it prefer to pass *its* (the
server's) IP as a DNS server, over some external one?
