This is clearly no a mandrake bug (and I'm not even sure it is a bug..)
Complain to galeon author using bugzilla.gnome.org, not here..

Open a new tab in Galeon in 9.1 RC2. about:blank is placed in the URL field in
the address bar. This is annoying as it has to be selected so the user can type
in what URL they really want. Mozilla does not do this and I do not recall
previous versions of galeon doing this.
