For most users this is not a problem, but when normal users gets sudo priviledges, they need programs in those dirs. Not having */sbin in the PATH environment is a p.i.t.a. Either sudo should add these dirs to the path or some other solution should be used (give all users these dirs in the PATH, security will not be harmed by this, there are other methods of protecting users from doing harm)
