Hello, there is the resolution for this buglet:
The tooltips CAN be disabled but only from the panel settings that
appear when you right click on panel and choose panel properties, when
you use KDE start menu and select the same stuff an icon in the left
side is missing and thet is exactly the one that controls disabling the
tooltips.

I'm not able to disable tooltips from kicker icons, they still appear after a
period, and changing them from enable to disable and viceversa seem not to
refelect in .kderc file.
