It happens because (in kcontrol) the file association is placed under application. It 
should be set under text (that's right?). 
At least deleting the file association for php or x-php under application solves the 
problem for me.

I try to load a .php file into Quanta for editing and it will not load,
complaining that the file is unknown type.  (3.1-2.mdk that came with beta 3
claimed it was a binary type.)  Upgrading to 3.1-6mdk just changed the error
message slightly.

The same file loads into bluefish and edits fine.

The same file loads into Quanta in Red Hat Phoebe Beta 2 and edits.
