I don't get what you want. The language for the GUI depends on
the locale settings.

For 9.1, we're already splitting "language" oriented locale
envvars (LC_MESSAGES etc) and "country" oriented ones, maybe
that's what you're talking about.

If you want to set any envvar, why not editing ~/.i18n by yourself?
