I believe this is related to that change, rather than being strictly a kdebase error. I can confirm that this does happen, is annoying, and needs to be fixed before 9.1 is released. You can always log in as root and execute an init 6 to reboot. I selected restart. Rather than restarting, it logged me out, and killed X, giving me a text-mode login prompt. Rebooting Mandrake and trying the same procedure again, the same thing happened.
