If you have high load and want to be able to fax over isdn an active isdn-card 
is preferable. Here in germany the cards from AVM are wide spreaded. Alltough 
the cards are not cheap, but you may have luck and could get an AVM B1 or C2 
or so from ebay.

That does not look bad. For isdn (isdn4linux) the main software is vbox and 
you want to have a look at vbox2www. If you want invest some programming 
(perl, python, c++ or java) you may want to have a look at caiviar 
(capi-wrapper library), for answering machine and faxreceive you may want to 
have a look at capircvd (<== development stopped) further for fax recv and 
sending with isdn , you may be interested in capi4hylafax. (You need a card 
that provides a capi-driver like all avm-cards (closed source driver with 
wrapper-code like nvidia)  (even the passive one(very cheap)),  eicon diva 
supports too the capi-interface, dont know if there are others.

I don't know what will fit your needs. I have a passive AVM-isdncard with the 
closed source driver, using hylafax + capi4hylafax and vbox as answering 
machine here at home. caiviar would be interesting to hack some perl ;-). 

Then there is a hybrid card the sedlbaur speedfax, which is a passive 
isdn-card with a sort of 14400 Faxmodem onboard, this card is supported by 
isdn4linux. 

Further there is a solution for fax based on capi4hylafax, hylafax, ldap for 
enterprise fax solutions.
