Ok, let me try to explain.

There are different types of Gnome panels. You can
see this when using the context menu of a panel
and choose to create a new panel. There are
"Menu panel", "Edge panel", "Aligned panel",
"Sliding panel", and "Floating panel".

The "Menu panel" is always on top of the desktop
and provides four menus at the very left side:
"Programs", "Favorites", "Settings", and "Desktop".
And this "Settings" menu is empty. But it should
contain the settings menu entries of Gnome. Or
am I wrong here?

The settings menu is aviable through the standard
"foot" menu of a panel (That's the menu you get when
pressing the foot button at the panel). It's under
Gnome/Settings (/usr/share/gnome/apps/Gnome/Settings).
But the "Settings" menu of the "Menu panel" is empty.

That's all. I hope it's clearer now.
