The "su -c "./bin/newlist mailman" mail" command fails to create a new list.
Some template is missing. Only the fr template is present (maybe detected by the
locale) and it is therefore mandatory to put
DEFAULT_SERVER_LANGUAGE = 'fr'
in mm_cfg.py
