It would appear the kdoc is now in cooker-contrib, so can be used to produce 
documentation. 
 
However there is still no kde package that installs the kdelibs api docs. (ie 
that is produced by "make apidox") To use kdevelop the apidox is needed for 
kdelibs at a minimum, and preferbly also kdebase. (the rest are probably not 
required.) 
 
Also, it should be noted that htdig as provided my mandrake can not be used to 
index any of the documentation. (due to htdig config file error I think. It may 
be possible to do it as root.) 
 
Mandrake truely is a barren place to do kde development. :-(

Currently there is no way to use, or create KDE Documentation for KDevelop since kdoc

The best fix would be to include the KDE documentation.   That helps a lot because the 
user 
(or admin) will not need to spend time creating the documentation files.
