May I jump in here? (I missed the original posting but anyway)

No, they don't.
I still have my original setup files to compare, and fiddled around
to get the same behaviour as in 7.0, to no avail.

I personally experienced two things:

o  The default route is dropped when ippp0 hangs up, and therefore
   autodialmode does not work, because ippp0 won't ever get triggered
   again if I don't "route add default ippp0" manually.
   This was different in 7.0
o  When shutting down (the network) the scripts complain about not
   being able to shut down the isdn device properly, so I always see
   that eye hurting red "failed" when rebooting. I don't have the
   correct error message right now, 'cause I am not at home.
   This was different in 7.0

Besides that I had to manually mknod /dev/isdnctrl or something like
that in 7.1. This was different in 7.0
