I am also having this problem with RC2.  The console works fine, but X is not
configured properly to use the keyboard layout which I selected (in my case,
DVORAK). When inspecting XF86Config and XF86Config-4, it is apparent that the
layout has not actually been set to "dvorak" and is still "us".  This worked
fine in 9.0, so this is definately a new bug in 9.1.  Hopefully it will be
resolved before final release, for those of us who don't use querty.

When installing I chose my language as U.S. english, then at the summary screen I 
changed my keyboard layout to Dvorak U.S.  At the login screen the keyboard 
layout is still set to qwerty, and when I load kde it remains in qwerty.  When I 
access keyboardrake, Dvorak U.S. is highlighted.  I select ok, and the the keyboard 
layout starts using Dvorak.  This happens any time I reboot.
