The console works fine, but X is not configured properly to use the keyboard layout which I selected (in my case, DVORAK). When inspecting XF86Config and XF86Config-4, it is apparent that the layout has not actually been set to "dvorak" and is still "us". This worked fine in 9.0, so this is definately a new bug in 9.1. When I access keyboardrake, Dvorak U.S. is highlighted. I select ok, and the the keyboard layout starts using Dvorak. This happens any time I reboot.
