yes, if you were to use --short-circuit it would'nt work,
eg. if you were to do rpm -bi --short-circuit blabla.spec, and buildroot 
was'nt empty you might run into problems..
also buildroot should'nt be touched in other stages than %install for the same 
reasons (with the exception of in the %clean stage of course)

might be, but it's for consistency as described in the rpm-howto..
things should generally be done in the same way to avoid confusion etc.
