No available distro runs the script which you suggest. The xfce developers specificly left as user responsibility the running of xfce_setup. An addidtional problem with the use of such a script is if you are upgrading xfce then xfce_upgrade needs to be run rather than set_up. I have written an updated spec for xfce-3.8.18 which during %post advises of Both these scripts. Hopefully it will be included post 9.1. As such I still state that this is not a valid bug.
