I can confirm that the same problem also exists in 2.4.21-0.13mdk.

I also would like to plea for inclusion of the "Notify Delete" patch 
(http://www.freeswan.ca/patches/ and http://open-source.arkoon.net).
Disconnects by "Road Warriors" will then be detected.
