If you are using kppp It would not work if the volume setting was 
set to high in settings.
Turn on the log and look what the modem is being sent.
On mine it was sending an ATL4 which the modem did not like.
I set the volume setting in kppp to the middle and it works fine.
Just something to try.
I have a USR v.90 modem with both USB and serial(using serial of 
course).
Hope this helps
P.S.  Also check to see what /dev/modem is pointing to. It may be 
sending to the wrong com port.   I think kppp has a debug or 
terminal button under the modem tab that will bring up a term 
program connected to the modem.  Hit <enter> a few times and try 
typeing AT and see if the modem responds with OK    ... if not you 
are probabally not on the correct com port.
