Ability to ignore (reject) cookies altogether

I've just started to write a new RejectAllCookiesSpec(or something like that) and I 
have a question.  
What do we want to do about cookie formatting and matching?  My plan was to extend 
CookieSpecBase and just override parse().  This means that cookies can still be sent, 
they just won't 
be parsed.  What about if we need to send cookies in the RFC2109 format?  Other than 
creating a 
different non-parsing spec for each real spec, I think we may have to use the previous 
COOKIE_PARSING_ENABLED patch.  What does everyone think?
