I believe HttpMethodBase.setQueryString() is correct. Query part of URL should
be encoded as defined in RFC 1738.

According to the RFC 1738 specification, "only alphanumerics, the special
characters "$-_.+!*'(),", and reserved characters used for their reserved
purposes may be used unencoded within a URL."

If we all agree on this interpretation, I'll commit the patch
