Hi Steve, we use the same set of building options to include ISA-L library on
Windows like for Linux platform. The added text in BUILDING.txt follows
existing conventions, like for snappy, openssl and etc. One thing I noted is,
we don't mention dll stuffs (like hadoop.dll) for Windows, when mentioning so
stuffs (like libhadoop.so). Please let me know if this sounds good or not.
