I'll separate this issue into
* Remove usage of metrics v1 from hadoop-mapreduce
* Remove metrics v1
because it's better to discuss how we remove the usage in mapreduce project.
Just removing LocalJobRunnerMetrics/ShuffleClientMetrics, or rewrite them to
use metrics v2?
