this task mainly consists of enabling the tests in
hadoop-common-project/hadoop-common/src/test/resources/contract/localfs.xml .
Note i changed this to "localfs" from "rawlocalfs" since i beleive rawlocalfs
is the older fs semantics? *Is that correct* ? sure someone can let me know if
im mixing it up.
