org.apache.hadoop.fs.ftp.FTPFileSystem initializes
org.apache.commons.net.ftp.FTPClient with default
ACTIVE_LOCAL_DATA_CONNECTION_MODE and there is no way to alter that. The
FTPFileSystem related code hangs when ACTIVE connection can't be established.
