Extending the functionality of SecureIOUtils. Creating support to open
RandomAccessFile and FSDataInputStream in secure mode.
Updating existing test cases and checking the behavior for an additional
condition (expecedOwner matches but expectedGroupOwner does not) for all three
streams.
