I think this is going to change soon. Meanwhile: We could split up a PR that
touches both S3A and `dev_support/docker`. Or override the branch here when
needed? I mentioned how I think this should work in the PR description. We also
plan on doing work in the future to automate more of the release process, which
would use a similar mechanism I think?
