looking at HADOOP-19696 I can see that okio is coming in transitively.
I think I'll exclude it from the cloud-storage dependencies as provided, so it
doesn't creep in.
going to restore it to the license, but only builds which explicitly build with
-Phuaweicloud get it in their releases
