The currently used libopenssl-3.1.4-1 is no longer available on the msys repo -
https://repo.msys2.org/msys/x86_64/libopenssl-3.1.4-1-x86_64.pkg.tar.zst
The Jenkins CI thus fails to download the same and thus it fails to build the
docker image for Windows.
