Description:
As per guide: 'Service users will always be scheduled into the highest-priority
queue and won’t be included in the priority computation of normal user calls.'
However, this functionality was never implemented due to some redundant issue
during initial development. So this decay-scheduler.service-users needs to be
removed from document.
