Thanks for the PR @dmmkr. I've come across similar issue in the past where a similar upgrade caused the build to fail on Windows. If you have access to a computer running on Windows, could you please try building it there once? You can follow the instructions here - https://github.com/apache/hadoop/blob/1e6c2256127e22f591ff55b8732f41d93a5da7cf/BUILDING.txt#L525. You may even use Docker if you want to avoid setting up build environment - https://github.com/apache/hadoop/blob/1e6c2256127e22f591ff55b8732f41d93a5da7cf/BUILDING.txt#L559 I've got the setup ready on my system.
