I have the local patch ready for review, however now that I know how
inter-related the changes are across the modules, it seems that it would be
more painful if we go module-by-module, as we cannot only remove the references
from one module without breaking overall build. I wish module-by-module was
easier to follow but unfortunately it doesn't seem likely in this case.
Hence, is it fine if i raise PR with all modules combined?
