`refreshHostsReader` should use the latest configuration and the related
code as bellow:

private void refreshHostsReader(Configuration conf) throws IOException {

conf = new HdfsConfiguration();

this.hostConfigManager.setConf(conf);
}
this.hostConfigManager.refresh();
