Here's a patch to https://svn.apache.org/repos/asf/hadoop/common/site that:
# adds a new "Downloads" section to the body of the main page that links to
common/releases.html
# adds a new "Releases" link to the linkbar on the left of the page that links
to common/releases.html
I've ran ant locally to update the publish directory, but I figured a patch
including changes to that directory would be too noisy.
