Improve S3Guard handling of FNFEs in copy URL: https://github.com/apache/hadoop/pull/1229#issuecomment-523229305 last update moves to a probe set so you can choose what to look for; maybeCreateFakeDirectory uses this to only do the LIST call, as we dont care if a fake dir marker is there...saves one HEAD per operation. not tested; Gabors comments not addressed
