we have the global timeouts
One concern I have with all this migration is that it's going to make
backporting harder; I've already hit backport issues with the move from
org.junit.internal.AssumptionViolatedException to
org.junit.AssumptionViolatedException;
# How urgent does this migration need to be?
# could we mandate it more for new tests, before migrating everything else?
