Yeah, we can keep it accepting a Configuration object and accountName String, 
and then implementations need to create an AbfsConfiguration from that 
themselves of they won't be able to use account-agnostic configs, etc. 
Attaching a patch that does that. Also restored the getEnum Javadoc lost in 
patch 5 but fixed the Javadoc warning that it was previously causing.

This highlights that we probably need to attach InterfaceStability annotations 
to stuff.
