[~eyang], if you are commenting on my v1 patch, the {{tgtEndTime =
tgt.getEndTime().getTime();}} is just for logging.
If you are commenting on my v002 patch, I just made a refactor, so there should
be no other modifications - I haven't modified how we handle
{{nextRefreshTime}}. If you've found an issue with the refactor, or I've
changed how the code should behave, please point out where I made the error.
If you want to change how {{nextRefreshTime}} is handled, please create a
separate ticket - this ticket is for fixing the NPE and testing the fix.
