HADOOP-6671c.patch uses the maven native:javah mojo to generate the javah stuff.
This solves the need tools.jar issue.
I've also moved all the native autoreconf/configure/make to happen under the
BUILD directory (target/). I've done this before for the documentation
generation. This makes all files generated by the build to happen under target/
