bq. we can/should replace HadoopIllegalArgumentException with the base
{{IllegalArguentException, for better Preconditions checks.
Are you suggesting to throw {{IllgealArgumentException}} in
{{FSDataOutputStreamBuilder#builder()}}? Ok, I changed to it.
Also addressed your other comments in the latest patch.
