There's no contract test for {{createNonRecursive()}} as far as my IDE can
see, just one in HDFS.
# review FS spec, make sure it is covered there.
# add it to the abstract creation contract test.
# fix anything which fails.
At a guess, the tests we need are
* verify it fails if there's no parent
* verify it works on root dir
* verify it fails if the parent is a file
