Good catch. Just realized that {{Dfs#create}} and {{Dfs#append}} do not support
{{CREATE|APPEND}}. I filed HDFS-11987 for the bug.
As this patch does not verify CreateFlags (which will be checked on NN), and
{{CREATE|APPEND}} will be fixed and covered in HDFS-11987. Can we submit this
first?
