I agree with what Arun suggested here about the format because that's what 
currently used. Introducing a new format would mean incompatibility.

In the future (a separate jira), I think it'd be nice to have a kms-nameservice 
like NameNode's nameservice, and associate the KMS related configs with a 
kms-nameservice. We might have multiple KMS-nameservices, say, one for each 
cluster. This would be a config format change. 

Either ways, accessing local conf is necessary.
