bq. The right way to ask whether the path is encrypted or not is to call
DistributedFileSystem#getEZForPath(final Path path)
(hopefully) quick question: why is this not floated up to FileSystem and
FileContext? It seems something that should be part of the standard file
system API rather than (the useless) LimitedPrivate.
