bq. I propose we make building of the jars optional with a switch, do it for
'ant mvn-install' without the switch is too hard during development. I'll open
similar jiras for hdfs and map-reduce.
+1. For standard development work, the cost of building and deployment can be
significant when aggregated, with no benefit.
