Thank you [~ajisakaa] for all your help! I have made the requested revisions.
Though, the toShort again needs to be converted to octal. So I'm not sure if
it's an effective test. I can later expand the test case to include a match
check against every permutation of possible values.
Reran the build and the single test case.
