I'm attaching a patch.

I noticed this after a conversation about visibility of a file immediately upon 
creation.  WASB does implement this behavior correctly by saving a zero-byte 
blob at the path during the {{create}} call before returning the stream.  That 
means that {{AbstractContractCreateTest#testCreatedFileIsImmediatelyVisible}} 
can pass against WASB.

I have done a full test run against my Azure Storage account.
