After offline discussion with [~zhz], I realized that mockito's Whitebox is
likely a better solution than adding a test-only config. Thank you so much Zhe!
Patch 3 uses {{Whitebox}} to switch the flag. Tested locally with the same
reproduce block, no failure for 1k runs.
