In the constructor of DecayRpcScheduler, DecayTask is scheduled without initial
delay. This makes {{testAccumulate}} and {{testPriority}} non-deterministic.
Calling {{decayCurrentCounts}} immediately after initialization should have no
practical meanings.
Attached 001 sets the initial delay to {{decayPeriodMillis}}.
