Log:
* tools/dist/release.py: Python3 compatibility fixes.
The 'clean-dist' subcommand was broken, doing nothing.
The 'write-changelog' subcommand was lacking some blank lines.
The Python '2to3' utility suggested these particular fixes (and also made
some bad suggestions).
