[SPARK-44962][INFRA] Add Java 21 `Maven` build to `build_and_test.yml`
### What changes were proposed in this pull request?
This PR aims to add **Java 21 Maven** build to `build_and_test.yml` to
`master` branch for Apache Spark 4.0.0.
- `java-11-17` is renamed to `java-other-versions`
- New Java version `21-ea` is added.
### Why are the changes needed?
Now, we have a daily **Java 21 SBT-based** GitHub Action job with full test
coverage.

This will do a **Java 21 Maven** build test in advance to prevent any
compilation errors and Maven-specific issues.
### Does this PR introduce _any_ user-facing change?
