Upgrade EPSG geodetic dataset from version 9.9.1 to 12.013.
This upgrade includes a change of data model (schema).
Contains also the following changes:
* Rename enumeration types to camel case.
* Change table naming convention to camel case.
* UOM_CODE explicitly documented as optional.
* Omit deprecated or unused columns.
